The government wants to give away money! And since two things our government is very good at is taking money and giving it away, isn't it nice to make them happy?
If you have a family member who is a veteran over 65 with little or no income, or if they're under 65 and disabled, the government would love to give them some money. They don't have to be disabled because of war. There's some papers to fill out (duhh) and you may need to do some homework to qualify, but this is apparently a little-known fund that is just waiting to be dipped into by deserving families. It's there to help the vets and also families who are taking care of them.
